I like replying to myself...anyway I figured something out. I can set the cpu freq at 152mhz. Any higher and Oblivion won't play. This is the point at which the cpu is identified as XP 2800+, and the game doesn't seem to like that. It runs fine as long as the cpu is identified as 2200+.
