I would think citywide WiMax would be more feasible as the transmitter costs would be a lot lower with the extended range, but there'd have to be a bandwidth limiting system in place. I never saw citywide WiFi as economically feasible.

I don't know how it stands over in Australia but WiMax isn't even finished. If he's using a pre wiMax standard and prerelease equipment then no wonder.
