I don't see the 9 series being a failure for Nvidia at all, it'll be exactly the opposite for them.
A) They already have the high end crown with over a year old architecture, why spend extra cash on huge improvements to the core when it's not needed, just spin it to a lower manufacturing process and increase your yields...
B) It gives them plenty of time to concentrate on the next proper generation of architecture which will support DX10.1/11, that card will have twice as much development time as normal, and with all the talk about Intel's new GPU and RT capability, time is of the essence...
C) It'll still sell anyway, the 9800GTX might be only a gnats testicle faster than a 8800GTX, but it will still be the fastest single GPU card until ATI's next refresh, and the 9600GT is still solidly competitive mid-range offering.
It basically just makes smart business sense, maybe customers will be slightly peeved they still can't run Crysis maxed out, but hey ho lifes a [beach] sometimes, and little lambs eat ivy... |

Me too, I'm suitably impressed with the 9600GT, I bought it mainly because it's fairly cheap, doesn't use a lot of power (95W Max, as I only currently have a 380W PSU in my mATX C2Q box...), and I needed something decent to run the new GPU2 folding client.
It's very quiet too, doesn't run hot at all, and not that far off 8800GT performance. |

Thats TDP, not maximum power consumption.
Maximum power consumption is 60W:
