8RDA+ & 3000 wont power on

I have an EPOX 8RDA+ Ver 1.1 and an ATHLON XP3000 400Mhz cpu
I know the board only goes up to 333Mhz but should'nt the chip be able to underclock
to 333Mhz the chip # is AXDA3000DKV4E.
The problem I have is I put the chip on and power up and the fans spin for about 2 seconds then the system dies. I reset the power switch and try again and it does the same thing. I don';t think the cpu is bad so any ideas? I have the FSB pin set to default (133/166) I can't get to the cmos. I tried even clearing the cmos too.
By the way I am upgrading from a XP1800 1.5Mhz

poor psu or bad cooler install would be my guess

also whats spec of ram

500Wat PSU PC3200 400Mhz DDRAM. everything works wounderfly with my XP1800 @ 133 now the 3000 should wrk @ 200 or @ least 166 but even @ 133 still no power onthat lasts after 3 seconds

what 500 watt psu max amps etc

have you checked the cooler grease
