Massachusetts is moving forward with a plan to transition from proprietary document formats to XML-based open standards. But the latest draft of the proposal includes one notable change: Microsoft Office is no longer considered an open format and thus is not sanctioned for use.
Last year, Massachusetts officials embarked on an ambitious project to promote the use of open source and open standards software within the state government. The goal was to save money that would have been spent licensing expensive proprietary software and ensure interoperability between agencies.
"The Commonwealth defines open formats as specifications for data file formats that are based on an underlying open standard, developed by an open community, affirmed and maintained by a standards body and are fully documented and publicly available," reads the guidelines.
Massachusetts chose the OpenDocument format as suitable for use, and will require all office applications to support the standard. OpenDocument, otherwise known as the OASIS Open Document Format for Office Applications, is supported by OpenOffice.org, StarOffice, KOffice, and IBM Workplace.
The commonwealth established a deadline of January 1, 2007 for migrating to applications that work with OpenDocument. "Any acquisition of new office applications must support the OpenDocument standard," the policy says.

Greetings!
"The state Senate Post Audit and Oversight Committee is holding a hearing Monday on the proposed document storage standards after blind and other visually impaired state workers raised concerns. They said Microsoft Office makes their work easier, and alternative programs could make it impossible for them to do their jobs."

Greetings!
"The IT Division hit political flack this week, though, when the state senate's committee on post audit and oversight opened an investigation of the ODF mandate. Committee chairman Marc Pacheco expressed concern over the cost of moving from Office and questioned the IT Division's authority to take a "unilateral" decision."

" It was on the front page of the Boston Globe newspaper today, and the lead article on their web site--an investigation that normally would be buried in the City & Region section of the paper. So you can't miss it: IT manager Peter Quinn of the Massachusetts state government is criticized for not fully reporting trips he took during his promotion of the OpenDocument format."

Greetings!
"Microsoft's decision to submit its forthcoming Office Open XML format to European standards organization Ecma International seems to have done the trick: Massachusetts says it expects the new version of Microsoft Office to meet its "open format" requirement."

Greetings!
"Peter Quinn, the man responsible for bringing OpenDocument to the state of Massachusetts as CIO will resign on January 9, citing the controversy around the decision as well as personal attacks aimed at him as reasons for his departue.
No announcement has been made as to a replacement. However, Quinn did stress to employees of the state's Information Technology Division (ITD) that just because he was leaving, it did not mean that Massachusetts' progress towards ODF was ending."
